History education needs to be placed in a wider pattern of curriculum development. Part I of this paper looks at general issues linking History with citizenship education and the early years. Part 2 will explore these issues in more detail in the next edition of Primary History whose theme is History Education & Citizenship Education. this paper originates from the report commissioned by the dfeS for the Historical association to explore the teaching of emotive and controversial issues in history (3-19 years) in england which will be published in March 2007.
